SERAS, the Single European Rail Area of Skills Alliance project addresses workforce and skills shortage, skills adaptation needs related to the digital and green transitions and the development of a more harmonised European Railway Skills Ecosystem. As an open Alliance, bringing together all relevant stakeholders, SERAS aims to create a resilient, future proof and highly skilled railway workforce that meets the sector's challenges and evolving demands.

By promoting the railway sector as an innovative, smart, sustainable and responsible mobility ecosystem that offers multiple exiting and attractive career paths in a large variety of occupations across all qualification levels and different groups of learners and staff.
By setting a place a robust and comprehensive methodology of identifying new trends and drivers that result in skills gaps and needs, e.g. in the field of green and digital transitions and challenges. SERAS skill intelligence will be provided by a collective and multi-dimensional approach of anticipation of needs.
By implementing the rail sector action plan and policy recommendations of the STAFFER Blueprint Project (2020 – 2024) and implementing European coordinated initiatives in a collaborative approach of all relevant rail sector stakeholders at transnational, European and national level.
By creating innovation in railway education and training by modular, micro-credential-based curricula aligned with European policy standards and tools, and a European “Rail Skills Academy” covering skills development across all qualification levels and learning places from the shopfloor to the university.
By creating a “Rail Erasmus Hub”, SERAS will promote learning mobility and recognition of skills across national borders and regions with the aim to making learning mobility of learners as well as staff a component of the Single European Rail Area and develop European Mindsets.
By a strong partnership and an approach that is open for new members from the very beginning with the aim to establish a Large-Scale Skills Partnership involving the whole rail sector, education providers and social partners and based on shared commitments of the railway sector to support vocational up- and reskilling of the rail sector workforce.
The work plan is structured into 8 connected Work Packages (WPs) to ensure the successful execution of the project’s objectives, covering all relevant aspects, from project management and skills intelligence to the development of training programmes, workforce upskilling, and policy recommendations.
